GEORGEANN B. BURNS
Experience Overview
Ms. Burns has devoted her career to working on healthcare projects, beginning with one of the nation’s leading firms, SMP, in San Francisco. Her projects there ranged from research studies for the VA to master plans for leading academic medical centers. In addition she has worked with other national and international firms such as HKS, RTKL, The SLAM Collaborative and Anderson DeBartolo and Pan. She also led GPR Health, Inc. and later The Austin Group, Inc. – both consulting firms focused on healthcare planning and programming.
Continuing to work on projects throughout the United States and overseas, Ms. Burns developed expertise in community hospitals, specialty institutions (pediatric and behavioral health), and ambulatory care centers. With a growing interest in Lean principles and their application to healthcare delivery and the process of healthcare project delivery, she has formed Health Facilities Planning Partners, LLC.

ROBERT LEVINE (died November 5, 2018)
Experience Overview
As Senior Vice President of Turner Construction Co.’s Healthcare Group, Mr. Levine was responsible for the effective management and development of healthcare projects throughout the United States. In that position, Mr. Levine provided extensive and focused understanding of the industry and healthcare trends, frequently speaking before national audiences on healthcare construction. He was involved in completing nearly $3 billion worth of healthcare projects. With almost 50 years’ experience in the construction industry, Mr. Levine brought an incredible perspective and level of expertise to HFPP’s advisory services and he will be sorely missed.
MERLIN LICKHALTER, FAIA, FACHA
Experience Overview
With 30 years of experience in providing programming, planning and design services to a wide range of clients throughout the United States and abroad, Mr. Lickhalter’s experience includes vital roles on a wide range of health sciences facilities projects, ranging from major new construction to complex renovation. He has served as principal in charge of assignments with a total value of nearly one billion dollars.
Prior to establishing his own consulting firm, he provided leadership and direction in the growth of three prominent, multi-office, national architectural practices. In the mid 1970s, he created, and served as the president of, the architectural subsidiary of one of the nation’s largest advanced technology consultants, Science Applications International Corporation (SAIC), with offices in the midwest and both coasts. He then became the founding principal and managing director of the midwest office of Stone Marracini Patterson (SMP), and helped grow the office to one of the largest architectural practices in Missouri. In 1993, he joined Cannon Design where he served as senior vice president/principal, director, and co-leader of their international health sciences practice.
